Experts from “Information Science and Management” center of the Russian Academy of Sciences: A. Tikhomirov (Ph. D. in Engineering), head of laboratory; M. Kamenskaya, research engineer, and A. Komarov (Ph. D. in Engineering), lead expert at NTP Direction state-funded research institution, - review the problem of evaluating patenting research as the crucial part of scientific research and innovation process. They show that there are no verifiable criteria for the evaluation of such research and no guidelines for such criteria. They suggest their own approach to the criteria, showing how they can be gauged, and make conclusions as to how they can be implemented to automate the evaluation of patenting research reports.
