The article analyzes the impact of the dominant economic paradigm in the development of artificial intelligence (AI), focused on maximizing profits and global technological dominance. It is proved that the current "profit architecture" leads to the creation of redundant and dependent technological solutions that limit the sovereignty of national economies. As an alternative, a transition to a paradigm of "semantic architecture" based on the priority of goal-setting "from tasks" is proposed. It is proved that this approach makes it possible to overcome critical dependencies, reduce the technological risks associated with fragmentation, and create more effective and independent solutions focused on specific functional and managerial goals. The research is interdisciplinary, being at the intersection of economics, cybernetics and the science of artificial intelligence.
